I also recommend other bloggers to manually approve comments, as I haven't found a plugin that effectively detects duplicate content for WordPress.
In the case of Blogger, its installation would not be possible. And detecting the same comment is technically impossible, in the case of publishing several comments (the same content) on several blogs, in short intervals. Google simply will not have time to index all copies so quickly, such a plugin will simply be ineffective. Content from one of the blogs may be considered original, the others as worthless copies.
