Conditions for the creation of SEZ

Tourist and recreational ones are aimed at increasing the tourist flow of the country, therefore they are located in attractive territories. Residents here can be commercial organizations and individual entrepreneurs. The exception is unitary enterprises.

In addition to SEZs, there are other forms of business support in Russia: industrial parks, territories of advanced socio-economic development, technology parks and others.

The main difference between industrial parks and SEZs is that they necessarily have infrastructure created through private investment or the regional budget.

Technoparks differ from industrial parks in that they have infrastructure for developing new high-tech businesses and offer residents opportunities for creating prototypes, laboratory research, and conducting R&D.



The conditions are described in detail in the Federal Law on Special Economic Zones of 22.07.2005 N 116-FZ. They include the following provisions:

A SEZ may be located within the boundaries of one constituent entity of the Russian Federation, but not necessarily in one municipal entity.
