here are many ways of remote confirmation, and when we call the subscriber, we offer to come to the office. But this is not a panacea, absolutely. You can do this through the "Gosuslugi" portal. Many use remote actions through state systems. This is a matter of an individual approach. I think each operator is interested in maintaining the subscriber base. And we really hope that Roskomnadzor will not be "tough" in terms of requirements," said Andrei Rego.
database to Roskomnadzor finland whatsapp resource for verification. "We uploaded almost the entire database to Roskomnadzor, they recheck this data, and after identifying some errors - in addition to what we did on our side - we receive a request to clarify the data of specific users, and we begin verification procedures for these users," explained Andrei Rego. He added that the company is negotiating with Roskomnadzor to set a limit on the number of subscribers checked at the request.
"A lot of the data is simply out of date, and when you start comparing it with government systems, a lot of errors are revealed. From the point of view of regulators and law enforcement agencies, it is important who exactly is using the subscriber device," added Andrey Rego.
Market formation
According to him, the requirements to check subscribers' documents arose after operators had already formed a large subscriber base, so it is important to update it "smoothly, so that people suffer less without communication."
"There is a certain procedure for how we notify subscribers. Moreover, people are faced with disconnections - my friends call me, say that they missed an SMS and did not come to confirm the data at the store. This is a process of formation, when such rules are introduced, everyone will face such cases. I think that after some time the situation will normalize, we will somehow confirm the entire subscriber base that has been accumulating for many decades - consider, since 1991-1993, when the first subscribers began to connect," Andrey Rego emphasized.
The Ministry of Digital Development did not respond to ComNews’ request.
What's happened
Let us recall that since 2018, operators have been required to verify the identity of subscribers when concluding contracts. This has made it difficult to issue "free" SIM cards and use numbers registered to other people.
On June 1, 2021, amendments to the Law "On Communications" came into force, which obliged companies and entrepreneurs to register users of corporate SIM cards. If there is no information about the phone user, the operator can block the number.
Moreover, it is necessary to register not only telephone SIM cards, but also chips in online cash registers for Internet access, on automatic barriers and other equipment using mobile Internet.
Since the beginning of 2023, many subscribers of mobile operators have begun to receive notifications demanding confirmation of personal data - date of birth and passport details. Otherwise, they threaten to disconnect the number.
It turned out that some subscribers cannot come to a communications store to confirm their identity - for example, they are outside the country.
It's safe
Leading analyst of Mobile Research Group Eldar Murtazin noted that the practice of confirming the identity of subscribers without visiting the operator’s office is quite safe.
"This is good from all points of view, because verification via "Gosuslugi" makes it possible not to transfer the full volume of data, but only those that are needed. And the state clearly sees to whom this data is transferred, in what volume and where the leak may come from. Therefore, there are no risks as such," noted Eldar Murtazin.
He recalled that "Gosuslugi" is a centralized data storage with a high level of protection. "Verification and authorization allows the state to build commercial services with various commercial companies - MTS is one of them," the expert added.
According to him, MTS transferred almost the entire subscriber
