Bank clients have no levers to instantly unblock their accounts and cards. According to the law, the Central Bank considers requests from individuals to be excluded from the list within 15 days. "If the client has applied to their bank, the regulator's decision will be sent there. The credit institution is obliged to inform the client of the Central Bank's response no later than the next business day," the regulator's press service notes. At the same time, the Central Bank points out that banks can independently, without the client's participation, send a reasoned application to the Bank of Russia to exclude information about the client from the database: banks can do this if they have reason to believe that including information about the client in the database is unjustified.

If the Central Bank refuses to unblock, the regulator itself and all lawyers interviewed by Forbes advise Russians to go to court. "Even after exclusion from the register, information about inclusion can have a negative impact on relationships with banks," warns Ilya Rusyaev, managing partner of Rusyaev and Partners. There are currently no mechanisms for restoring financial reputation other than exclusion from the list, so a person will have to explain their situation to banks.
