He noted that artificial intelligence trained on a sufficient and high-quality data set "can significantly improve the efficiency of project management, forecasting the timing and costs of construction and repairs." According to Sheikin, comprehensive data on the operation of capital construction projects is critically important for the development and implementation of artificial intelligence. "In this regard, it is necessary to focus the attention of regional authorities on the importance of promptly and fully entering information about such objects into the information system for managing projects of the state customer in the field of construction (ISUP)," the parliamentarian specified.
Section decisions
According to the decision of the section on digital transformation of the construction industry and housing and communal services (the document is available to TASS), the Ministry of Construction is recommended to conduct pilot projects in several regions and determine a list of procedures and deadlines for their implementation, as well as the procedure for entering and updating data on the progress of the operation of a capital construction project in the ISUP for their subsequent scaling to all regions of the country.
In addition, the Ministry of Construction, the Ministry of Digital Development, the Ministry of Economic Development, and Dom.RF, together with other interested government bodies, should continue to work on improving the regulatory framework to increase the level of implementation of artificial intelligence technologies. In particular, it is recommended to develop regulations stimulating the implementation of artificial intelligence technologies in housing construction, establish requirements for the development and implementation of AI systems taking into account safety, ethical standards, and the protection of personal data, and develop measures "for subsidizing, allowing for a reduction in the project financing rate for projects implemented using artificial intelligence technologies."
As Sheikin noted, the recommendations were sent to the above-mentioned ministries and organizations.
