As Vadim Tkachenko, a lawyer and the founder and CEO of the consulting group vvCube, explains to Izvestia, the code being prepared is a set of rules in the field of digital economy, digitalization and IT and everything related to AI, in one document, which will become a kind of general regulation.
— In essence, this is a uganda whatsapp resource systematization of existing legislation in the field of IT and communications. That is, the current laws basically regulate different segments of the digital economy, but they have to be constantly supplemented, and in general there is a lack of a certain document under which, like an umbrella, all legislative acts would be united, — adds Alexandra Spasova, GR and regulatory manager at the company "Security Code".
According to experts, such a code could be useful to any specialist in the field - now there will be no need to search in different documents for concepts and norms regarding the regulation of digitalization, for example, in medicine or in industry - everything will be collected in one place.
“In addition, a single conceptual framework will be adopted that will allow all participants to understand how the digital economy is being formed, a single methodology will be developed, and a common law enforcement practice will begin to take shape,” concludes Tkachenko.
Changes for the better
Izvestia experts say that one of the main "pluses" of the code's appearance is the introduction of a unified conceptual apparatus. According to Alexandra Spasova, currently the most diverse terms related to IT are distributed across more than ten laws, including "On Information, Information Technologies, and the Protection of Information," "On the Protection of Consumer Rights," "On Personal Data," and even in the Civil Code.
— Many regulatory legal acts have a narrow specificity, unclear legal force and, most importantly, have become irrelevant. For example, the law "On Communications" obliges the operator to consider the consumer's claim within 30 days, and at today's speed of life, not to mention the fact that government services today work quite quickly, such a period seems archaic, — she says.
In addition to introducing a single "language" and eliminating irrelevant formulations and requirements, the code can give legal life to new technologies. This is important, since AI, e-commerce issues, cybersecurity, robotic systems are sometimes in a legal vacuum, which does not contribute to their development and implementation in the everyday life of the state, notes the interlocutor of Izvestia.
Anton Martyanov, director of the department at the Paveletskaya project office of the IT integrator Perviy Bit, adds that the document will be primarily intended for end users, that is, Russians themselves, especially older and elderly people, who "are becoming more and more immersed in the world of information technology every day."
— Many public sectors are subject to digitalization — from tax and medical to educational and transport. And in this regard, a person is becoming an increasingly weak party in digital relations, — the expert says. — Therefore, it is important that the code create a system of guarantees to protect the interests of ordinary people, company employees.
For example, he explains, the document could establish how Russians can run social networks, what to post, how to use gadgets. And also list modern threats - a list and description.
