Kutepov refers to the order of the Chairman of the Federation Council Valentina Matviyenko dated December 29, 2023 to prepare proposals for the financial recovery of Russian Post, taking into account the need to preserve regional divisions.
Kutepov proposed the following for the financial recovery of Russian Post:
It is proposed to assign the status of federal guaranteed supplier of e-commerce goods to Russian Post;
The state is proposed to support Russian Post through capital investments in the creation and development of production, transport, information and social infrastructure, financial and logistical assistance, as well as the provision of loans;
create a register of marketplaces, which will include sites with a turnover of more than 1 billion rubles per year. Establish a requirement for them to provide quarterly information on the volume of online trade; ensure the delivery of their goods to any locality in Russia (can be carried out through an agreement with a federal guaranteeing supplier).
The explanatory note notes that the infrastructure payment could support the operation of 27 thousand Russian Post branches in hard-to-reach and remote settlements. Previously, the company itself called such branches unprofitable. According to the results of 2022, their loss amounted to 35.9 billion rubles. In addition, Russian Post needs 9.9 billion rubles to restore the operation of previously closed branches and 10 billion rubles to modernize rural branches.
Based on the turnover of the three largest Russian marketplaces in 2023, the total amount of infrastructure payments could amount to 21 billion rubles, and in 2030 grow to 50 billion rubles, the explanatory note says.
Grigorenko's office confirmed to RBC that it had received the letter. "Currently, this issue is being worked out in federal executive bodies. The position on this request will be formed taking into account the positions of the interested ministries," the office representative said. RBC sent the request to Andrei Kutepov's representative.
