Work on them, as he recalled, began back in 2021, when a working group of 90 specialists was created, representing developers, federal and regional authorities, IT companies, and equipment vendors. A new impetus to the work, as Andrey Zarenin stated, was given by the creation of the Smart Apartment Building ANO in July 2022, primarily due to the fact that its founders included telecom operators, including MTS, Rostelecom, and ER-Telecom Holding.

Rosstandart, together with the Ministry of Industry and Trade, the Ministry of Digital Development, and the Ministry of Construction, approved the Prospective Standardization Program in the Field of Smart Homes, Buildings, and Structures for 2023-2030 (PPS). As part of the program, the parties plan to develop and update 77 standards.
