— We plan to conduct individual pilots already in 2024. There will be several cases of using the application instead of a passport. Among them are services at a bank and MFC, buying train tickets and boarding a flight, as well as purchasing certain categories of goods. They will be introduced in stages so that the market has time to prepare, — the head of the department noted.

According to the draft resolution of the Ministry of Digital Development, which was published in October, it will be possible to use "Gosuslugi" instead of a passport in other situations:

— to enter an age-restricted event or museum;

— to enter an office center with a pass system;
— when sending or receiving parcels and registered letters;
— when checking into a hotel;
— when visiting a private medical organization.

Dmitry Dubynin added: businesses have already confirmed that they are ready to provide such services. If the tool proves itself, the list of cases in which the use of a digital ID card is permitted can be expanded.

To use the new function, a person will have to submit biometrics and post their photo in the "Gosuslugi" application. Then, upon request, they will be able to present a special QR code that will appear in the system.

It is assumed that only the necessary information will be displayed during verification. For example, when buying alcohol, the seller will see the age, and when registering a financial product - also the full name, passport details and other necessary information.

At the same time, electronic documents will not cancel out paper ones, Dmitry Dubynin emphasized. In cases determined by the government, digital copies can be used, if desired, on par with the original documents.
