Thus, in accordance with Decision No. 15-33-06-2 dated June 30, 2015, operators can jointly use radio frequencies in the fourth-generation LTE network standard and its subsequent modifications in the following frequency ranges: 791-820 MHz and 832-861 MHz; 890-915 MHz and 935-960 MHz; 1710-1785 MHz and 1805-1880 MHz; 2500-2570 MHz and 2620-2690 MHz; 2570-2620 MHz.

The decision of the State Commission on Radio Frequencies No. 16-36-11-4 of February 29, 2016 also allowed communication operators to jointly use radio frequencies in the UMTS standard in the ranges: 890-915 MHz, 935-960 MHz, 1920-1980 MHz, 2010-2170 MHz, 2010-2025 MHz. "Joint use of the radio frequency spectrum allows operators to reduce the cost of deployment and operation of communication networks, and due to this, improve the quality and availability of communication services," the representatives note.

In Russia, there is one national program, "Digital Economy of the Russian Federation", and 13 national projects: "Healthcare", "Education", "Demography", "Culture", "Safe High-Quality Roads", "Housing and Urban Environment", "Ecology", "Science and Universities", "Small and Medium-Sized Entrepreneurship and Support for Individual Entrepreneurial Initiatives", "Labor Productivity", "International Cooperation and Export", "Tourism and Hospitality Industry" and "Unmanned Aircraft Systems".

Sergei Efimov, CEO of the Association of Telephone Operators (OTS Association), explained that the idea of ​​sharing radio frequencies is being promoted by cellular corporations, believing that they will gain access to 5G frequencies (3.5-3.8 GHz), which the military is not giving up: "Almost the entire frequency range in Russia is given out only with the consent of the military, since almost all bands are already given out either on a secondary or "joint" basis with the military."

Sergei Efimov believes that the idea of ​​"joint" use of the radio frequency spectrum is based on the idea of ​​absorbing and merging the assets of all operators into a single corporation: "The "nationalized" operator Rostelecom will become the economic entity, under the command of a staff of officials from Roskomnadzor. This scenario has been implemented since 2003 and will lead to the destruction of competition with the absorption of small and medium-sized market participants."
