"Today, the technical regulations and the document itself have not been worked out, and we can say that tightening these checks puts any provider at risk," Eldar Murtazin told ComNews.
He added that market participants still do not understand what the simplified identification system is. "What a simplified system is is not very clear - we still live in a paradigm where there is no data on how this will happen. In general, we have recently adopted a huge number of regulations and laws that do not describe the procedure, technical regulations - how and what will work. That is, they have wishes, for example, customer identification, but how exactly they will be implemented is not stated. This is the main problem," Eldar Murtazin noted.
According to him, in the absence of technical regulations, it is impossible for providers to calculate expenses, and in a crisis, any additional expense falls on the provider's shoulders.
