A separate radio frequency band in the range of 5030–5091 MHz has been allocated to create a unified infrastructure for managing civilian drones and monitoring their operation. The decision taken by the State Commission on Radio Frequencies (SCRF) has now been enshrined in a Government Resolution. The decision is aimed at providing drone users with radio frequency resources, which is especially important for building a unified infrastructure.

Civilian drones are actively used in a variety of industries: energy, agriculture, construction, geological exploration, cartography. They are also used to solve problems of environmental control, prevention of emergency situations and man-made accidents.

On the instructions of the President, the Government adopted the Strategy for the Development of Unmanned Aviation until 2030 in May. A corresponding national project has been developed and approved. It will become the main management mechanism for implementing the adopted strategy.

As specified by the secretariat of First Deputy Prime Minister Andrei Belousov, within the framework of the implementation of the national project, it is planned to create a unified infrastructure for the management of the communication line and control, navigation and monitoring of drones. This is a necessary condition for drone flights in a single airspace with manned aircraft. The allocation of a specialized radio frequency is one of the first necessary steps in creating such an infrastructure.
